Experience
Ms. Regan’s more than twenty-five years of environmental consulting has combined her
expertise in water resource management, environmental compliance, and her facilitation and
technical writing skills. Ms. Regan recently joined AQUA TERRA Consultants (January 2009)
to augment their technical and engineering services with her facilitation/mediation skills to
better serve clients’ needs related to water resource planning. She has designed and facilitated
numerous and diverse stakeholder meetings related to resource planning and restoration. The
combination of her facilitation skills and technical background in environmental science and
watershed management has resulted in the successful mediation of complex environmental issues
related to: water supply, water quality, resource significance, environmental management and
restoration, and implementation of resource and environmental impact statements.
Ms. Regan has extensive experience in developing and implementing natural and cultural
resource management plans. She has provided consultation to land managers on stakeholder
involvement and specific implementation tasks such as: regulatory responsiveness, wetland
delineation, biotic and soil surveys, environmental assessments, erosion control measures,
watershed protection, wild-land fire prevention measures, cultural site surveys, restoration
projects, and monitoring techniques. Additionally, Ms. Regan has assisted with numerous
National Environmental Protection Act (NEPA) environmental assessments and environmental
impact statements for a wide-range of projects including resource plans, constructions projects,
military range expansions, and water supply projects.
Her clients have included the U.S. Geological Survey, U.S. Fish and Wildlife Service,
Department of Defense Strategic Environmental Research and Development Program, U.S.
Environmental Protection Agency, Military Installations in all services, Bureau of Land
Management, U.S. Department of Energy, U.S. Army Corps of Engineers, State and County
Water Planning Boards, and a variety of private and commercial organizations.
Ms. Regan also has extensive experience in project management and development including
proposal writing, technical guidance, management and administration, client relations, project
review and report writing. She has managed a regional office, successfully started her own company in 2004, and contributed to the award of multi-million dollar proposals.
